The Jumbling development of internet information is harming the civilization,the traditional regulation-by-law model could not constrain it.By introducing the externality and its ruling theory,including building the macro-policy environment,unifed and harmonious supervision mechanism,strict concession,corresponding levy to the filth network information service,administration penalty and moderate judicatory intervention,by those,we can realize the balance between internet information service and traditional culture.
