As sensor web technologies developing, more and more sensor observation data are acquired by varioustransducers. However, interoperation and intercommunity between sensor networks cannot be achieved because ofthe heterogeneity of network and communication formats. So,how to improve the observation data utilization be-comes a challenge. Focusing on the interoperation and sharing of distributed sensor observation data resources,a da-ta model of sensor observation service is constructed and sensor observation data sharing database is also built tostore the sensor observation data. Furthermore,a three-layer network model of SOS server is proposed and devel-oped to address the issues of sensor networks heterogeneity by describing the information interchange and communi-cation formats based on OGC SOS standards specification. This framework implements the observation data interop-eration and sharing between multiply observations properties of diverse sensors. Different observation propertiesamong diverse sensors are used as an example to demonstrate the validity, feasibility of the proposed model andframework.
