Development of modern information technology is the engine and driver of modern copyright system transformation.Regulation for copyright obligations of internet service provider plays an important role in digital copyright law.Based on American experience and Chinese perspective,and combined with Regulations for the Protection of Information Network Transmission Right,the paper studies the third party liability system to construct and perfect Chinese copyright.
