This paper analyze some shortcomings of the present project evaluation method.Based on the present project evaluation model,this paper bring forward a excellent subjection function to establish the element of fuzzy evaluation matrix,and demonstrate its rationality,at the same time put forward a example,Fuzzy synthetic evaluation is adopted to establish a index system for the command effect.To some extent,it solve the scientific evaluation of command effect.
