Organization and Empowerment Management of the Complex Government Affair Information System

The paper focuses on the organization and empowerment management of the complex information system in(E-government.) First,SODB-RNM model,which faces system integration of various business fields in the organization,is put forward.Then,based on this model,the paper proposes the structure of organization and empowerment management of the complex information system,the key technology in this structure,working process of empowerment management and.At last,practical cases are provided.It is proved in practice that the structure based on SODB-RNM can efficiently solve the problem of separation between organization and empowerment,decrease the complexity of empowerment management,thus have broad possibility of application.
