Emergency Response Decision-making Support System Based on Knowledge Base for River Pollution Incidents

According to the characteristics of the river pollution incidents and the principle of knowledge base,research on constructing knowledge base of emergency decision support system( EDSS) was carried out. The knowledge base prototype was presented with the rules and reasoning mechanism,which will provide effective emergency plan for intelligent decision. Based on the technologies of GIS and knowledge base,a logistic structure and function structure of EDSS on the ground of functional requirement of response to river pollution were analyzed, providing technical support for river basin emergency management.
