Economics is the science on how to configure resourcs to satisfy human demands.Resource configuration theory is also the core and foundation of economics.This paper clarifies the keystone of Data Envelopment Analysis in evaluation efficiency on resources configuration.It establishes the models of resources configuration by sampling Heilongjiang Province's industry.
