Cloud model-based environment evaluation of coal construction project

This paper highlights a novel comprehensive evaluation approach as a viable alternative to the conventional environment evaluation method plagued by its limited ability to process data concerning the implementation of coal construction projects. This approach performs a qualitative and quantitative conversion of indexes using the cloud method and index weight determination using entropy weight. The viability of the approach is verified by developing the coal construction project environment evaluation system comprised of 12 indexes,such as the land reclamation rate,the forest coverage rate,and noise control standards,an indication of scientific,systematic,objective,and feasible principle,and this verification is reinforced by performing an empirical analysis of the three cases selected from the construction project feasibility reports by Baishupo Coal Mine located in Inner Mongolia. It follows that the approach,free from the drawbacks due to subjective evaluation inherent in the conventional method,promises to be a decision-making basis for selecting environment evaluation schemes for coal construction projects.
