On Deformation Problem of Annual Assessment in Government-sponsored Institutions

The paper sums up a few manifestations of annual assessment deformation in government-sponsored institutions, analyzes its negative effects and the reasons, and finally gives some advice and improvement methods such as division of reasonable administrative levels, formulating of scientific testing contents and standards, establishment of sound testing system and procedure.
