Based on edge-to-edge congestion aware three color marker

Based on researching packet marker,especially CATC,CASR3CM and ITSW3CM,designed a new marker which is called as CATSW3CM(congestion aware time slide window three color marker).The theory analysis and simulation results indicates that CATSW3CM not only improves the throughput of AS TCP flow and the stability of the throughput,but also improves the fairness of bandwidth sharing between AS TCP flows than CATC and CASR3CM.What's more,it also improves the throughput of AS TCP flow,it is simpler and more scalable than CASR3CM.
