The application of Kirchhoff's law in the induced electric field

The concept of electric potential can be introduced in the conductor that is in the induced electric field.When using the magneto-electric voltmeter to measure the potential(difference),the results will be different,if voltmeters connected in different ways.Kirchhoff's law can be properly and easily to explain this phenomenon,and to calculate the electric potential(difference).
