Function Framework of Traffic Engineering and Network

In the paper， the trend of Internet development is summarized, the research status of QoS providing system is analyzed, and the flaws of the current research are given. It is first that network planning is introduced into QoS providing framework by combining traffic engineering and network planning, in order to extend QoS providing framework. Finally, the paper presents an integrated program of the framework extended, and strictly distinguishes network planning, traffic engineering and network optimization by their scopes.
