The Problems Existing in the Administration of the Scientific Funds and the Corresponding Solutions

The paper analyzes some common problems existing in the system of expenses reimbursement for scientific funds in institutions of higher learning,such as the system’s imperfection,difficulty in cost ac-counting and erosion of assets.Through analyzing the reasons,some specific proposals and corresponding solutions are put forward.
