In order to efficiently utilize high frequency resources, finding available frequency channels is the basis for HF radar reliable operation. Since the environmental noise level is the key index for evaluating the availability of frequency channels, it is very important to accurately measure the environmental noise. In this paper an HF environment measurement system is worked out, and a measuring method of environmental noise strength, called environmental noise separation and median, is presented based on the characteristic analysis of environmental noise and interference distribution.
