Soft System Method and the Building of Urban General Function of GIS

System method, system project and information project are formerly used in the hard system field. However, with the social progress, system analysis method inevitably extends into the soft system field such as social system, civil engineering project, etc. Soft system method can effectively solve those vague-objective problems. Urban General Function of GIS originating from the boom urbanization has become an intelligent tool for city planning and advanced management. In addition, under the guidance of the system ideas and methods to establish Urban General Function of GIS, many soft approaches in system building can remedy the existing weaknesses in the hard system methods.
