We do the modeling analysis on the response of network cases with control theory of general system in system science and respond to different networkcases with overall response mechanism and local response mechanism in the control theory. We think the response of network cases needs not only the reponse of police organs but also the reponse of other administrative offices. In the meantime, every response office should have the overall awareness that the overall decides the local and the local serves for the overall. This is good for the response for nerwork cases. So we conclude the process and sequence of pre-warning response model for network cases and build effective response model for the network cases.
