Restoration of the power system is a complex issue which is multi-constrained,multi-stage,multi-objective,non-linear, mixed-integer programming of, and there is no mature theoretical guidance and tools to the resume of the process.This article expounded a way to make a black-start program and analyzed the safety problem during power system restoration.The auxiliary decision evaluation system of system recovery had been deeply discussed. The reference to the power system restoration program making is provided.
