Study on the Open Peer Review System of the Online Scholarly Publishing

The online scholarly publishing based on the internet,provides a platform for rapidly publishing the scientific research work and innovation ideas,and becomes one of the key channels for scientific and technological communications. How to improve the quality of the online scholarly publishing,and how to increase the quality recognition on the high-level articles,will influence the continuous development of the web-online publication platform directly. An effective open peer review system should be established urgently to make a full usage of the online publishing characteristic on the one hand and help improving the quality of the submitted manuscript on the other hand. In this paper,we analyzed the current open peer review systems,and proposed a multiple peer review main body mode,and further studied the encouragement and constraint mechanism for the peer review expert and participant of the public comments.
