Some New Ideas on Transport Planning Theory

It is very important to study the basic characteristics of traffic flow in transport planning theory. Based on a series of strict definitions, this paper analyzes the non\|complete observability of OD metrix on mathematics. It also demonstrates that it is possible to get a satisfactory prediction based on some non\|practical OD metrix. Some simpler procedure has thus been drawn from these theorems.
