Following integrated consideration of system's functional requirements and data exchange and sharing prospective extend and construct cost and so on,the paper designed the management system for environmental monitoring of South-to-North Water Transfer combined C/S and B/S mode,which involved system framework and function and database architecture and execution environment etc.
