JPEG2000 is the newest standard for still image compression, with which EBCOT is used as the algorithm for coder. Usually, EBCOT is composed of tier 1 and tier 2, in which tier 1 is complex and the time spent is long. Meanwhile because JPEG2000 is the usual standard for still image, compression, it does not take the features of Remote Sensing Image into account that the correlation between the coefficients is less and the small targets more than those in usual image. In this paper, a method for JPEG2000 implementation is proposed, and it is suitable for hardware, spends less time to complement it and hold much more small targets as well.
