Chen Xingliang's case of claims promotes the extension of offline exclusive right of publishing toward the online one while digital libraries rob in disguised form the right of propagation through information network. There are various torts in real life but no correction is seen in theory. Driven by the assessment system, the author will ignore the legal right of the victim. To solve this, we look forward to the coming out of the Regulations. The institution of the Regulations requires the theory circle to define propagation right and to distinguish between propagation right and transmission right, online propagation right and offline copyright
