With the development of information technology and applied technology, the era of knowledge and economy goes forward with the new century. In the era of knowledge and economy, people pay more and more attention to the archives. So, changes are accruing on the traditional archives. Therefore, in this new era, the main point of the archives is the management of knowledge which is the important part of the management system of the whole social knowledge .
