Development and management of provincial flood control decision-making support system

The authors introduced development target, function characteristics, system structure and key techniques for a support system of flood control decision-making at provincial levels. A system structure of three layers with a practical framework of five databases plus ten subsystems was proposed and adopted. The three layers were interactive layer, model application layer and system support layer. The five databases were database, model-base, method-base, knowledge-base and text-base. The ten subsystems were data receiving system, meteorological products application system,flood monitoring system, information service system, flood forecast system, flood control commanding sysem, disaster assessment system, flood control management system, consulting support system and urban flood control system. The key techniques for developing such a flood control decision-making system would involve information management based on Web-GIS, application-and-development based on professional models and application integration based on network.
