Designing and Construction of the Hydrological Planning Management Information System for Heilongjiang Province

Planning management of the hydrological capital construction is an important respect of the hydrological planning management information system. Based on the experience gained from the hydrological planning management in Heilongjiang Province, this paper gives a discussion on how to enhance the concerned management. This paper also conceives the concept of constructing the hydrological planning management information system in the condition of bring the plan of rebuilding hydrological infrastructure into hydrological planning management.
