Institutional Repository Development Policy is the ideas,principles and guidelines that necessarily by which an Institutional Repository can be constructed and developed.this paper discusses its system and content in detail,which includes the aims and prepare work of construction,materials collection and submission policies,community and collection policies,right policies,long-term preservation policies,encourage policies etc.,and put forwards some thoughts and suggestions.
