A new fast Motion Estimation algorithm in H.264 is proposed to significantly improve the time efficiency. The characteristic of video sequences that exists great deal spatial/temporal redundancy is utilized in the algorithm. It imported early-terminate strategy of predicting the spatial homogeneity and temporal stability and can reduce lots of computational quantity. Experiment results show that proposed algorithm can achieve a reduction of 70% ME time on average, with a small average PSNR loss of 1.1%, and approximately 3.95% bit rate increases compared with the original H.264 reference software JM84.
