UCR is a police statistics system in the charged of federal bureau of investigation.After developing and improvement for nearly eighty years,it has achieved level around the world in such respects as organization,coverage,statistical items,the collection and analysis of criminal statistical materials as well as the publication and quality control.The rule of rank and rule of time-and-space separation affect the practice and data of police's criminal statistics to a great degree.
