Design of emergency-driven virtual organization based on business rules

For the problem of data storage distribution and heterogeneous format in emergency,in virtue of the new event-conditionaction-role-method-tool(ECARMT) rule,a model of emergency-driven virtual organization(EDVO) based on business rules is proposed and designed,which is composed of three components:Resource layer,service combination layer and application layer,and combines message and service distributed in heterogeneous flat,and hence satisfies the demand of efficient emergency management.Finally,an emergency scheduling prototype system is implemented in emergency management system.
