Water resources census is a significant national situation and power investigation,it is an important constituent part of national resources environmental investigation.Water resources census target and index encoding are of great importance for the census.The success of the census depends on scientific and adaptable index encoding.This thesis makes a tentative discussion on encoding task and goal,encoding scheme,census target,and census index encoding.
