Based on the large collection of literature,reading more,the comparison and specific work experience,author has comprehensively outlined development course,main achievement and social service function for china marine observation and forecast system;pointed out the gap between outs and eveloped country,international sea observation forecast service plan;proposed future develop route is to correct forecasting Ocean Observing System frame,to formulate and consummate three-dimensional and multi-disciplinary observation system plan,to promote and speed up the research and application of new forecasting model.
