Study on the synergetic operation model of IP public policy

The fundamental principles of synergetics apply to the construction and operation of IP public policy system,which put forward a synergetic operation model of IP public policy.Compared with the traditional model,the synergetic operation model pays attention to the order parameter management as represented in macro policies and the interactive information flow of among decision-making section;it also put emphasis on the formation of synergistic effect of policy subsystem with the benefit of policy synergetic mechanism,which can go on to produce self organization of policy system,and achieve order-disorder transformation of system.
