A Note on Polynomial Functions Over Finite Commutative Rings

Let A be an arbitrary finite commutative ring.In this note,a relation between the number of polynomial functions and that of permutation polynomials over A is obtained. Before this note,a relation between these two numbers over some special finite commutative rings has been obtained,which is the special case of this note.
