Land Development Suitability Evaluation for Resource-Based Cities Using Cloud Theory

A conceptual model of evaluation index system for resource-based cities land development suitability(RCLDS)was provided using analytic hierarchy process in this paper.Considering the characteristics of fuzziness and randomness of data on RCLDS,based on the concept of cloud theory,an expressing method was proposed for the membership clouds of indexes using numerical characteristic,and the inference rule of every index was set up between the range of every grade and the range of corresponding grade index value.We constructed a kind of rule generator,which includes condition normal cloud and condition normal cloud,and two corresponding cloud generator algorithms were given.Taking Jixi City of Heilongjiang Province as an example,the inference rule of every evaluation index was established,and its relevant cloud model was developed,then five alternatives data were calculated through analytic hierarchy process and cloud model.The results demonstrate that cloud theory-based evaluation is an appropriate approach to assess suitability of land development for resource-based cities.
