Analysis of manuscript multi-submission

The current situation of manuscript multi-submission is introduced,and it analyzed the lawful,reasonable and fair existence of this phenomenon.At present,the deep level reason is the inconsistence between performance evaluation policy,periodical resource and the author′s demand.It proposes the countermeasure of editors′ guide on the submission of manuscripts and punishment on the multi-submission for malicious purposes.
