Cognitive radio can monitor the existed user in the radio environment and the usage of spectrum resources, and adjust the transmission parameters dynamically to utilize the spectrum resources efficiently.Based on the cognitive radio technology,(the) IEEE 802.22 standard is required to reuse the TV spectrum without causing any harmful interference for existed TV services and provides cheaper services to non-authorized user.In this paper, the fundamental elements of cognitive radio technology and IEEE 802.22 standard are analyzed in detail, some important issues are discussed.
