An Empirical Study and Suggestions for Peer Review of Ph.D. Dissertations

It is required that dissertations for the doctoral degree shall be subject to peer review.Currently,the peer review system consists of two parts:open review by relevant departments,and blind review organized by postgraduate supervision authorities.Blind review has advantages in that it avoids social biases.But due to different levels of familiarity with a subject,reviewers may make misjudgments.By analyzing the data of dissertation peer review at one university in the past two years,the author finds that the best solution to the problem is to have a good system design to maximize the advantages of the two types of review.
