Fast inter mode selection based on relative motion and trend of texture

In order to reduce the high complexity of mode selection algorithm based on rate-distortion optimization calculation,a fast inter-prediction algorithm is put forward.Using the error of MV(motion vector),which is the lower relative to upper layer mode,and the trend of texture,determines whether the macro block should be divide,and how to divide the macro block.The fast algorithm significantly reduces the entire encoding time by over 50% with only negligible coding loss and bitrate growth.
