With the development of spaceflight technology in China, the construction of space network becomes rapidly. Then, how to manage the space network efficiently comes to be a hotspot and difficulty.A simple encoding rule is proposed aiming at the characteristics of space network. The process of encoding and decoding of SER is described in detail.A SER encoder is made by JAVA.Comparing the capability of SER used in SP-SNMP with BER used in SNMP,the result shows that the SER is better than BER in efficiency and speed, and it is appropriate in SP-SNMP.
