Time-frequency analysis and application of Partial Wave Method

The basic theory of Partial Wave Method is introduced in the paper. It presents a new time-frequency analysis of Partial Wave Method, including time-frequency distributing, frequency spectrum, energy spectrum and time-frequency spectrum. The result demonstrates that the method is effective by simulant test and application.
