Organizational Analysis for Emergent of Drought Event in Southwest China

The deficiency of organization in the recurring emergencies of southwest China is analyzed.The internal mechanism of how the organization evolves spontaneously and responds to evergency is discussed.The reasons of organizational failure in the emergent drought event of southwest China are pointed out.
