New distributive forward-secure threshold elgamal public-key encryption scheme

Threshold scheme and forward-secure scheme are main technique, which can solve exposure of secret key. Combing them would greatly enhance the security of secret key. Utilizing the unilateralization of HASH function and distributive random number generation algorithm presents a new distributive generation and update of secret key algorithm . Applying the algorithm to Elgamal scheme presents a new distributive Elgamal scheme , which possesses property of threshold and forward-secure, and gives the proof of security.
