Countermeasures About Construction of Network Environment for Enhancing Soft Power of "The Big Xibaipo"

The counseling and governing of network public opinion have been an important part of soft power construction of the Big Xibaipo.It has brought opportunities and challenge as well.Internet provides people more rights,such as right to say,the right to know and right to supervise,making government at a position of being around by onlookers,which is a frequent outgrowth of new dissemination technology.If government cannot handle public opinion effectively,it will stimulate tragic moves of activists,spread contentious cyber culture,hurt government's image and negate government's authority.So,the government should really change management concept,make emergency pre-arranged plan,improve their professional competence and encourage innovation in social management.
