Middle-low Bits Speech Waveform Coding

A new method of speech waveform code is proposed,and the operation principle of the coding is introduced in detail.This algorithm of the code is easy and its voice transmission result is good.Because of using the technology of Vector Quantization,the rate of the code is low.
