This paper systematically analyzes the data distribution levels and states of 3G networks,according to the basic communication data procedure of 3G mobile terminals accessing internet resources through wireless network,which provides a reference for those persons who go in for the design and development of 3G mobile business affairs system,when they design data transfer levels distribution and data exist state of 3G application.
