On Constructive Outline of Quick Reaction Systems in City Security

Quick reaction systems often refer to deal with all kinds of emergency security problems after the public security organs obtain all kinds of security information. In setting up and using the quick re-action systems. Firstly,the aim position should be clear;secondly,two basic factors should be set up, which are fundamental factor and constructive factor, and also called subsystem construction and operation procedure and quality construction.
