The management is an important part in the work of the management of scientific research project which is a systematic project in the process of project registration application,implementation,identification and every step will have an effect upon the smooth implementation.This paper will focus on analyzing main problems which affect the quality of scientific research item application and then find solutions to filtering,auditing and projecting.
