Research of policy-control in IntServ

Based on active networks and IntServ architecture,a poliy_control mechanism based on agent-manager and supported by active networks is presented.It can simplify the policy-control in intermediate nodes,keep the consistence,and can dynamically deploy and update the RPA.What is more,a policy-control method based on sender is provided.
