Knowledge Management System of GEF Project:Integrated Water Resources and Water Environment Management in Haihe River Basin

The knowledge management system of integrated water resources and water environment management in Haihe river basin is one of key contents of GEF Haihe river project,it is the exchange center of information storage,management and sharing for water resources and water environment management in Haihe river basin.By advanced technologies of 3S and IT,water resources and water environment knowledge sharing platform for the river basin was established to realize information exchange and sharing between departments of water resources and environment protection in Haihe river basin.With remote sensing monitoring for ET as control measures,water function area as administration unit,water rights as administration core,model as supporting tools as well as water abstraction license and pollution discharge permit as control means,the integrated service management system for water resources and water environment management in Haihe river basin was set up.The system provides important technical means and successful experiences in strengthening integrated water resources and water environment management,promoting cooperation among water administration departments at all levels,and improving water resources and water environment status in the river basin.
