Optimization Strategy on Research Projects Evaluation System in the New Normal

In the new normal,economy is increasingly driven by technology innovation. For research projects are cradle of technological innovation,so the evaluation system is very critical. This paper explains the index selection and weight development of project evaluation system,and it puts forward some strategies including diversified ways,refined evaluation,flexible evaluation period and self-optimizing evaluation system.
